As per the issue description Bluetooth is missing on your Windows 7 computer which you have upgraded from Windows Vista. This could be if the Bluetooth drivers are either stopped or get corrupted. The issue could also be if Bluetooth drivers either get corrupted or need an update.

Method 1:
When Bluetooth communication fails at that time please check that the Bluetooth service and Bluetooth Support are running on the computer. To check the Bluetooth services follow the steps provided below:
- Click on Start
- In the search box type run.
- Type Services.msc in run box and press enter.
- In the list find Bluetooth service and Bluetooth Support services and double click on that.
- Ensure that the service is both set to automatic and started.
Method 2:
Try to run the Hardware troubleshooter and check whether the issue is resolved or not.
Method 3
The issue which you are facing might be due to the drivers. So, I would suggest you to update the drivers of Bluetooth from the link provided below and if issue still persists, try to update the drivers from manufacturer's website and check the status.
